I'm guessing they are in a different country or city.
If they live close together then I think it's unusual, but maybe they have a good reason.
Maybe they are religious and don't want to have actual sex before marriage.
Maybe that's just what turns them on. I really don't like to judge and if they both enjoy it and are happy then there's nothing wrong with it.
I will say that it wouldn't work for me. Sex is natural and good and I want the real thing LOL.

I suggest you take him to the doctors and do his medical check up...if a guy dont touch a female with whom he is having a relationship then there is something wrong with a guy or else he is fullfilling his desires somewher which you rae not aware bout......
